Hi,

1. There are three lanes and in the middle the matrix board above is not lit up so am I allowed to drive in the middle lane?
2. May I allowed to overtake the moped on the level crossing with barriers?
3. If I suspect my car is going to break down and I am in front of level crossing so may I cross the level crossing?

Kindly provide me some answers on the above doubts I raised. Thank you

If the situations are such that you're allowed to drive in that lane instead of on the right

Wether matrix boards function or not, only determines wether you may or may not use the "spitstrook" / rush hour lane , for anything else than getting on/off the road or change directions

Yes

There are no special rules regarding overtaking on a railroad crossing with barriers or lights

3. If I suspect my car is going to break down and I am in front of level crossing so may I cross the level crossing?

If you suspect your car has serious technical issues, it shouldn't be on the road at all
