If they are at least 18 years OR at least 135cm , they can use the regular seats

If they are 18, than it is more than "under the age of 18".
So yes.

I hope someone can help me with this concern.

It mentioned in the lesson that children under 18 years old and the height below 1m35 must seat in child seat. So with this logic, if they are 18 years old and taller than 1m35, they can seat in adult seat?
