Because you have to yield to traffic coming from the opposite side when turning left
Functional traffic lights define who can enter the intersection
They don't alter traffic / priority rules
Green does NOT mean you can do anything you want

It's the normal state of things
Even with tri-coloured traffic lights in the shape of arrows
If you have a green arrow left, there is NO legal certainty that traffic coming from the other side has red light
Only the lone green "clearing" arrow indicates opposite traffic has red light ...
The traffic light for red car could also be not working/kapot?!!)
In that case, traffic lights will switch to 4 (or all) way warning lights, flashing orange
Non functional traffic lights means priority signs and priority rules will apply
