An immediate withdrawal of your licence ( 15 days)
may be ordered
when you're stopped by the police when you were doing
> 20 kph over the limit in a built-up area, school area, zone 30, residential area (woonerf)
> 30 kph over the limit elsewhere
This is seen as a temporary safety measure.
In the same conditions,
a judge may revoke your right to drive a motorised vehicle as a measure of punishment
when you are convicted for these infringements ... months or years later.
(as of > 40 kph over the limit, revoking the offender's right to drive a motorvehicle is mandatory)
These 2 are not mutually exclusive
So you may get an immediate ban for 15 days, to be followed later on by a judge revoking your right to drive a motorvehicle when you're convicted.
You may also be required to redo some or all exams to be restored in the right to drive.
What does happen when someone drives 25 km/h more than allowed in a built-up area? Is it temporarily losing the driving licence?
Nothing if the offence isn't seen by police or speed trap ...
