Why the car has the priority over the skater at the junction?

The skater is at the left side of the car, while the skater should be taken as pedestrians. The skater should be the one has the priority, no?

Depending on their speed, skaters are pedestrians (@ walking pace) OR cyclists (faster than walking pace)

If I recall the situation correctly:
There's no continuous sidewalk , no cycle path nor pedestrian crossing - just the road

That means pedestrians DO NOT have priority , and cyclists need to yield to traffic from the right.

Who has priority?

A. The skater.
B. The car.
It depends on the speed of the skater.
Less than 16 kmh is been seen as a pedestrian (which is mostly the case) > pedestrians must give way when they want to cross te road or a junction. The car may go first.
More than 16kmh is a driver. > give way to the driver from the right. The car may go first too.

If the speed of the skater is more than 16 kmh (a driver) and if he should come from the right and the car should come from the left, the car should give way to the skater and in that case the skater may go first.
But here we have a problem, because the skater looses speeds (-16 kmh) when he arrives at the junction.
Is he a pedestrian or a driver at that moment???
