The max speed on regular roads with 2x2 lanes is 90 with studded or snow tyres. But is this true for both cases of central reservation and just a solid line between the two directions?

Till the end of this year: 90 km/hour if there are at least 2 x 2 lanes (divided by a central reservation or by a road marking).
1/1/2017:
In Flanders: If there are at least 2 x 2 lanes divided by a central reservation: 90 km/hour.
In Wallonia and Brussels-capital region: 90 km/hour if there are at least 2 x 2 lanes (divided by a central reservation or by a road marking).
On ordinary roads: 70 km/hour.

In Brussels and Wallonia - outside of the build-up area's :
120 km/h when there are 2 x 2 lanes, divided by a central reservation
90 km/h anywhere else
There is no special speed limit with regular snow tyres - the general speed rules apply.
[Theoretically, there's also a speed limit depending on the tyre's speed rating, though I doubt you can still buy regular car tyres that aren't rated for at least 120km/h. Special tyres for oldtimers can be a rare exception.]
