Once again you're confusing differently phrased parking/waiting bans ...

The ban on parking and waiting within 5m in front of a pedestrian or cyclist's crossing, only applies to the roadway,

It does NOT apply on the sidings / level hard shoulders as seen here, or indicated parking areas, etc...
