I believe 2 passengers is the maximum allowed BUT both of them should have a permanent license for at least 8 years. If any of these passengers got a withdrawal of the right to drive in the last 3 years, they are also not allowed to sit in the car with you. To be really precise, one of them has to ...

I think I have figured out the confusion. For prohibitive signs, only the small blue plate (with the weight) attached to a speed restriction sign is the MTM (in Dutch) or MAW (in English). Besides that, it is MBT (in Dutch)

According to the road signs, the maximum weights written on the small blue plate (attached to another board) refers to Maximum Authorised Weight (MAW in English or MTM in Dutch).
