Ok now, this is not really a traffic regulation question but more the confusion which might result in interpreting the phrase “right of way” in Question 8495. The priority sign in the picture means that the driver has the priority to cars from the right at the junction. So he has the right to proceed first, so he has the right of way so to speak. And that is how I interpreted it. But apparently the question meant whether the “priority rules” or equivalently “priority from right” applies. Which is quite confusing? I hope I've been clear in what I'm trying to convey here.
