Thanks for clarifying that the first stop line is the one a driver crosses first.
On red, drivers of anything but bicycles and mopeds must stop @ the first stop line.
Bicycles and mopeds can continue into the box & up to (your) 2nd stop line
So cyclist and moped riders must stop in front of the first stop line.

Therefore, the above question within the image must be wrong. Or it is just confusing how the order is determined.

You've got the order wrong.
The first stop line is the one you cross first ...

On red, drivers of anything but bicycles and mopeds must stop @ the first stop line.
Bicycles and mopeds can continue into the box & up to (your) 2nd stop line

When getting into the left "box" the cyclists only have 1 stop line

At traffic lights where two stop lines are designated like in the diagram below:
1) The first stop line is for cyclist and mopeds (including B)
2) Whereas, the second stop line is for car drivers and motorcyclist.
Is that right?
