It's not resolved -which would take a change in legislation
And the answer is still wrong: A is correct
You're not allowed to park or wait nor load/unload within 5m either side of where the cyclists need to leave or rejoin the cycling path.
You're not allowed to park alongside the obstacle, but you are allowed to load/unload further than 5m from either end of the obstacle
(if it's longer than what's in the picture here, the obstacle would need to be 10m + vehicle length)
The reason given is also wrong

Though one will be introduced soon, there currently is no sign to indicate that a cycling path ends.
The Belgian highway code doesn't require such a sign in the relevant rules either.
The Belgian Highway code also does not limit the reasons why they'd need to leave or rejoin the cycling path, so it applies anywhere, whatever the reason.
(cycling path ending; obstructions of whatever kind; or legal reasons ie mopeds having to leave or rejoin the cycling path due to signs or speed limits applicable on the road)
But we need to give 5meter space before the obstacle for the cyclist to do the safe cross over?

No parking / waiting / loading & unloading :
5m before the obstacle
+ the first 5m of the obstacle
+ the last 5m of the obstacle
+ 5m beyond the obstacle
And you can't park anywhere alongside the obstacle at all
