Flashing yellow light ahead of an intersection indicates a warning
Usually it's always on (well, on and off, and on and off ... :) )

Sometimes it only starts flashing when the light @ the intersection turns orange or red

A single, separate flashing orange light (or a bi-flash) at an intersection will also be a warning


Flashing yellow-orange lights in the regular traffic signs at the intersection

Occasionally you'll see the green replaced by blinking orange, that's a warning as well
The lights will go on to steady orange, then red, then blinking orange again (meaning "green with caution")


But usually it means the traffic lights are out of order and the signed priority is applicable
No signed priority -> priority from the right
